Armed police always shoot to kill, since it is too risky to try and incapacitate a suspect. Trying to shoot someone in the arm/leg is much harder than aiming for their chest and the potential for 'collateral damage' i.e hitting an innocent civilian, etc. much higher. That comes from a relative of my brother in law, who actually is a police marksman.
yeah this should be common sense, but the world is full of children who look to Hollywood to acquire knowledge on firearm safety and human physiology
