Yes Hellion, you are correct.
In California all handguns sold by FFL's to the general public must be on the California "Roster of Handguns Certified for Sale." To be on this roster the handguns must meet certain requirements, which include certain testing (drop tests), having certain features such as a loaded chamber indicator and a magazine disconnect safety. One of the requirements now is that all handguns be equipped with "microstamping" technology. For the privelege of being on the roster the manufacturer of the particular handgun must pay a fee to the state.
Now, guns available for sale prior to the roster are exempted from the roster requirements so long as the manufacturer pays the appropriate fee to the relevant bureaucratic agency in CA (Probably the CA DOJ.)
So while Glock Gen 3's are exempt from the roster, Glock Gen 4 are not because they're considered to be a different firearm Gen 3's and must meet the new requirements. Obviously Glock is not going to add all the CA required safety features and thus Glock Gen 4s are not available to the general public. Another "new" gun not available to us is the Ruger SR1911.
So, now Microstamping is a new requirement. All guns already on the roster are exempt from this requirement. But all NEW handguns, or handguns manufacturers want to add to the roster are required to be microstamped.
The thing is that even getting a gun certified is expensive, and California arbitrarily says that the same firearm with different cosmetic finishes or other options changeable by the end user are in fact different models, and this different guns that require their own certification. So basically if a gun has a number of different SKU's based on barrel length, finish etc then each individual product has to be registered.
We really have shit where a gun in one finish is legal for sale by an FFL to me and the same gun in a different finish with say an Ambi-Mag release, is not legal for an FFL to sell to me.
Here is my favorite part though: LAW ENFORCEMENT IS EXEMPT and can buy non-rostered guns from FFL's
