Ok, if I got the NG64 version of this, is there a dip setting or something to play as Duck King or is he totally locked in the arcade version of this.

I was under the impression that the "secret characters" unlockable through time, and some characters only exist in the PSX version of the game.

These are the characters (secret and otherwise), according to a FAQ I found, available in the HNG 64 version of the game:

BILLY KANE
GEESE HOWARD
JOE HIGASHI
KIM KAPHWAN
MAI SHIRANUI
RAIDEN/BIG BEAR
RYUJI YAMAZAKI
TERRY BOGARD
TOJI SAKATA
TSUGUMI SENDO
XIANGFEI LI

Duck King appears to only be avaiable in the PSX version, according to another FAQ I found. To open him on the PSX:

"Beat the game with every character without losing any rounds or using any continues"

Yeah I know he is in the PSX one, I have played it before, and its not a very good game.

The NG64 one is supposed to be alot better, so I just wondered.

correct, there are no other secret characters in the hyper version other than time released geese and xiangfei. i think there are other ways to get them unlocked but i'm sure time release works too.
