KOF '96 Boss Team Stage Question

Does anybody know for sure who the guy standing next to Billy Kane in the KOF '96 boss team stage is supposed to be (the dude with the glasses and blond hair)? I've heard Duck King and John Crawley - I suppose it could be either; it's hard to tell . . .
