There's no such thing as a completely "useless" character (besides maybe Bao... just kidding) in most SNK games. They just don't have the typical and/or standard projectile/anti-air moves with good to great priority, and or standard heavy hitting combos that only take about 2 or 3 linked moves. Because some of these more difficult characters are harder to win with, people consider them to be "useless". That just adds to the challenge if you're willing to actually prove to yourself just how good you really are in the game.
To take away most of the cast of KOF (because they are "useless") and make others like the more popular ones... YIKES! I can see it now... NESTS goes crazy and makes 5 different Kyo & Iori clones. Clark & Ralf go up against new grapplers from the Marines and the Navy with moves that work the SAME EXACT WAY as theirs. Seven more counter boxers like Seth... a couple of female boxers for Vanessa to deal with... you can see how the game already sounds boring.
The oddball characters are what makes a fighting game. Eliminate them, and you eliminate any originality the game has.
