Own both the digital PS4 version and steam version and they both play equally well without input lag or long loading times. Steam has the latest balance changes and online (but not roll back) which the PS4 version lacks. The PS4 version however has the ability to rotate between 2D and 3D backgrounds, has both AST and OST, color-edit customization and gallery mode. Both versions include the original Neo-Geo version of KOF'98.

Sup HyugaKojiro. Though it’s subjective what amount of input lag one deems to be “horrible”, input lag is indeed present on the ps2 version of King of Fighters ‘98 Ultimate Match that is available on the ps4 psn store. The ps2 Metal Slug Anthology download title available on ps4 is also in the same boat. They’re still great games though and everyone should buy and play whatever they like.

Agreed. It's probably not 100% arcade perfect but is very playable and enjoyable and I would consider it among one of SNK's better ports. It's not even close to some of their worst ports like those on PS1, early PS2, and more recent Dotemu ports. If you don't plan on playing online I would actually recommend the PS2/PS4 version over the Steam version.
