MVS 4 Slot capacitors soldered together?

Greetings!

I am using an MVS 4 slot MV4 to learn on. I have no idea if it works. I was looking to remove the battery, and I noticed what looked like jumper wires connecting traces on the solder-side of the board. I flipped it over, and they are capacitors. One of them appears to still be connected, and the other looks like it was cut. This certainly does not look normal to me. Any thoughts? [in the last picture its the two capacitors on the far right middle, just in front of the screw.

They should not be bridged like that.

Thanks for the reply! Can you think of any reason it would be like this, except extreme carelessness?

The caps could be bad. As a lazy repair job someone may have decided to simply bypass the caps rather than replace them.
