MVS 1A graphics issue

I'm running this via composite to my tv through a Parsec super gun. I bought the MVS years ago, but never tested it until now. Everything else seems fine. The sound is OK and all the buttons work as does test and service mode. The graphics look OK in test mode, but when a game boots up, it looks like all the sprites and backgrounds, almost everything, is all garbled.

I've included pics of the board. Nothing looks bad except for the gloop on the chip on the top center. No idea if that's normal or not. But, I'm not exactly sure what to look for.

This happens for all the games I've tested with: Ghostlop, Garou MOTW, Last Blade 2, Baseball Stars.

Anyone got any tips?

Can you check continuity between the "P" pins on the NEO-GRC chip (https://wiki.neogeodev.org/images/c/c5/Neo-grc_pinout.png at the bottom) to the cart slot (https://wiki.neogeodev.org/index.php?title=MVS_cartridge_pinout) ? Thinking about P23, P22, P21 and P20 in particular.
