MV1A Missing IC

So I finally got the MVS board that I ordered from China. I was expecting a MV-1FZ, instead I got an MV-1A. The board will not boot, when I try to do a system test with no cartridge all I get is a jumbled mess of different colored tiles, or just a solid color. The ebay seller has agreed to give me a full refund, so I am no longer as mad as I was. But what is interesting about this board is that it is missing an IC. Who ever removed the IC attempted to connect a few pins as well? Here is a photo. Does anyone know what this might have been done for? I also found another user on here http://www.neo-geo.com/forums/archive/index.php/t-272091.html that purchased a MV-1ACH board from China that had a missing IC as well.

They probably put the wires on there to make it look like they actually did something.

I've also gotten a few boards from china to see what they would send and have seen the missing NEO BUF on a couple, but the bypass looks semi-official on mine.

They also like mismatching the main board and slot boards between different models. I even got one where they part way melted the interconnect between the main and slot boards. I assume from using a hot air station to remove/replace dead components near it.

Do you know why they remove the neo buff? Is there any purpose to removing it?

My boards with the bypass'd NEO-BUF function fine, so I would assume that IC at that specific location isn't really needed and they bypass it. By doing this on each board it gives them a supply of NEO-BUF ICs which can be used to repair faulty NEO-BUFs located at other locations on boards where it is required.
