Neo Geo not working

Well, I got a new Neo Geo and when it arrived and I plugged it in it did not work. There is no clicking just a messed up screen. When I opened it up it was really dusty inside. It seemed that no one had opened it before, as the pads were hard to remove. I was looking around the board as it was a much later revision than my previous one. I assumed it would be ntsc because it came from japan but when I opened it there was one small wire going from a chip to a PAL part of the board. Also, on the part of the board that said ntsc only there was nothing. I don't know what the issue is but if anyone has anyone has ideas on what it could be that would be helpful.
EDIT: I checked the case and it is a NEO-0 so it is Japanese.

Clean the hell out of the cert slot with s credit card and alcohol also clean your games and see what happens.

Did clean it a ton and it still does not work. Though, I think I found the issue as the case says it needs a pro-pow 3 power supply while the one I am using right now is a pro-pow 2. I think that is the issue, and is it common for something like that to happen with a messed up power supply?

Yup, that sounds about right. I had that issue with my first AES until I got the right power supply.

Can't recall the proper voltages off the top of my head, I'm sure someone will chime in with a SEARCH FUNCTION link.

Ok, so I am looking for a pro power 3 cable and the official ones are very expensive. I was wondering if there is anything else I can use that may be 3rd party and works?

Got a Pro-pow 3 power supply, and it now works!
