While someone local would be great, I'm just looking for someone who can resurrect a dead CPS3 Third Strike Cart that is reliable and trustworthy. I am assuming I would have to ship it for repair.

Actually, My copy works perfectly. I figured I would upgrade it anyways , just to be on the safe side.
