Video noise/static through Composite and RGB on a consolized board

Hey guys, I'm working on consolizing a CPS2 board and noticed some noise/static through video, both through RGB (with 220 ohm resistors) on my PVM, as well as Composite (through a JROK 3.1 encoder). I've also tested with a 4.1 encoder and the noise/static is still there.

does anyone have any ideas on how I can clean the video up?

Are you getting a good power source? Rgb on my board is extremely clean, I only had issues when my psu wasn't putting out enough juice.
