The art style immediately reminded me of an SNK Playmore game. But maybe that's just me. Anyhow, awesome find!

NTM said it shows NGH number belongs to voltage fighter, could it be technos unreleased game: High Voltage 12+1?

On the 2 videos shared only the first is public, on the stage there is a monolith with something scribed on it but is illegible, can that be a clue to find out the name or house that developed the game?

I'm curious, and apologies if this has been answered elsewhere, but is there data for the credits stored in the ROMs that can be scanned for a game name and staff roll?

It would make sense if this was Technos' Death Match. Its definitely got the look of a third party developed fighter, and one from the mid-90's.

It's probably in the OP, but the SRAMs containing all text and audio are shot. No hints there.
