I think LiquidSnake nailed it. Technos NGH #. 1995 era. 12 characters on select screen. Bolt of lightning hits when character is selected. My money is on High Voltage 12+1 alpha or pre alpha.
The art style immediately reminded me of an SNK Playmore game. But maybe that's just me. Anyhow, awesome find!

That's the first I've ever heard of High Voltage 12+1. Was that thought to be a ng proto in the past? I've never seen it mentioned before.

The dissapoionting thing is the Fix and Voice SRAM cards were dead. The Fix layer contains the font, power bars, etc. But it's also quite possible it contained the game's name.... Voice card contined all the sound effects and voices. If the game had an S1 rom, it wasnt included with the auction. It's possible they hadn't gotten to the music portion yet, but until a team member steps up, we'll probably never know.

I think you mean M1 ROM, which contains the Z80 code.
P = 68k code
V = YM2610 code (music/sfx samples, fm)
C = Sprites
S = Fix layer
M = Z80 code (drives YM2610)
Very unfortunate this proto is completely silent. It's still amazing to see this one surface though.
Yeah it was a typo, I meant M1. I typed this an the plane on the way to the convention.

I was watching the video haze posted in his blog. While he browsed thru the C roms palette, end of the vid, the first set looks alot like what was supposed to be on the title screen. Is out of order so someone has to solve this puzzle. Japanese knowledge will definitely help.

What you have seems so much in the initial stages of development that its possible there was no M1 ROM created yet. This has got to be the rarest of the rare prototypes. So early it was not even assigned a NGH number. Got to be the find of the century.
Raz, I agree with most of your points, and thanks for looking at this thing closely, please find more! But that's not quite how NGH numbers are assigned. The sequence is different. Even the programmers manual has a section on it.
