Relabelled NGP Carts

I ended up with a duplicate of KOF R-1 and noticed one of them had the English label placed over a Japanese one. I've only seen this with MVS and homecarts in the past. I don't remember ever seeing this on a NGP/C game.

It's neat to find a new NGPC curiosity. Has anyone else seen this before? Maybe this is more common than I realize.

I've heard of it happening, especially around the carts that were sold loose after the NGPC was dead.

There were lots of rumors that the recalled US games were going to be "reflashed" and put back for sale in Japan, but given the thousands of loose carts of all regions that ended up being sold by distributors years later, I don't think it actually happened.

R-1 and the other B/W games were not reflashed, etc. My Samurai Shodown has a double label, but my R1 doesn't.
