Yup, that's exactly what I came up with as well. I also traced out P0-P23 just to make sure. Everything was 100% and fast ram is fine, no lifted legs, no solder bridges so GRZ must be bad. Thanks.

Anyone by chance know which lines control the raster effects?

According to furrtek it's controlled by the IPL1 and IPL2 lines that run between the 68k and the YSA2 on the MV1C. Looks like it's a bad YSA2.
