Armed Police Batrider PCB - no graphics / no sound

Greetings,

I've got a Batrider PCB - relatively decent shape, a tad dirty, but no obvious repairs or replaced chips, etc:



Response on supergun and multiple cabs is the same.
- No video
- It is receiving power
- Sound starts and immediately crashes
- Touching the sound chip while on will create buzzing sound, but game sound doesn't kick back in

What i've done:
- Reseated all roms, cleaned their legs
- Cleaned the JAMMA connector
- Yelled at the PCB

Any known issues with this particular board? Any other things I can do before selling it as is or sending out for possible repair?

The Toa Plan GP9001 is known to have thermal issues.

Might as well check the CRCs on the ROMs.
