HANG THE C2 - FFS Big Bear stage

Hello!
Someone ever noticed this probable subtle threat from Team Garou to Capcom (C2=CAPtive COMmunications...?)...?
It's on the Big Bear stage in Fatal Fury Special (it is not on FF2).
In all the Art of Fighting/Dan/SNK/Capcom rivalry of the past, I read a lot but never found anything about this one.

So this was known? It's the first time I've seen this one, and I've played that stage a LOT.
