I think it's an issue of space on the cartridge. Granted, Metal Slug 2nd Mission is also quite packed to the brim with extras, but not quite in the same way. Off the topic, but Metal Slug 2nd Mission is really fun, famous personalities on the MVS made their transition to the NGPC and it'll bring a smile to your face when you come across them. Chubby mode is just as hilarious, and you get to ride more slugs!
Later stuff, like Last Blade was a 16 Meg cart that was packed full to the brim with extras, it had every moves down to the super cancels, the roster of 16 people which I would imagine is the maximum without jumping to 32 Megs like SNK did for SNK vs. Capcom MOTM, also all those extra galleries and mini games, otherwise Last Blade would also be dual language as KoF, FF and MOTM had been. I don't quite understand why Gals Fighters wasn't also a dual language as well, since its roster was only 11 and its BGs are pretty low resolution compared to the other fighters.
