What do you guys think. The layout and PCB looks right.

But comparing to MVS scans these are not Toshiba chips. Thoughts?

Yes, it's legit.

It is usual SNK changed their mask roms chip "look" when the Toshiba ones were out of stock. If you can, scan it and submit to mvs-scans they'll thank you.
