What kind of women are you trying to get? If you are looking for one night stands with somewhat ugly or dirty women then by all means go to the 300 YEN bar, HUB, and Roppongi.
If you are looking for more together women with better looks and who can talk about something deeper than "Your so cool your from America" then I recommend you to step out of your comfort zone a bit and go to random local bars and such.
The best place to do this is at Shimokitazawa. Shimokitazawa is a station which is just a few stops from Shibuya on the Inokashira Line. It's kind of similar to San Francisco, not in looks but in atmosphere. Lot's of local hole in the wall unique places. Most people there are into music, art, film, etc. and the bars reflect that. The place is grimy, dirty, graffiti on the walls, but that's why people love it. It has this indescribable charm to it. Some really interesting places there. Plus if you talk to a random person there they are likely to welcome you and be someone you can have a lot of fun with for the whole day/night. Just a few nights ago I was waiting for my friend at the North exit of Shimokitawa Station and a group of people yelled at me to come over. They had an 80's boom box blaring everything from early 90's pop to Anarchy in the UK Sex Pistols, along with five bottles of tequila. It was what they called a "Free Drink Party at the Station". These are they type of people you meet at Shimokitazawa and why this place is great. If it wasn't for me finding this town I probably would have moved back to California already.
People in Roppongi and Shibuya are often too busy trying to be "cool" to be any fun and the sheer amount of foreigners acting idiotic in those places will likely make you cringe. Looks wise the girls that hang at the 300 YEN bar and the HUB in Shibuya are usually pretty ugly looking to be honest. If you go to Roppongi they are a lot better looking than the girls at Shibuya, usually more of a "sexy" look though since they are going for foreigners and one night stands even more so and are often quite obnoxious sounding, such as screaming for no reason to shitty 50 Cent music etc. (Think girls on Hollywood Blvd. on Saturday night). The girls you will find in Shimokitazawa and other areas of Tokyo have more of that stereotypical "cute" look and more originality to them, and as Hanfuda said, will take a bit more work to get. Different areas of Japan are known for different types of people just like everywhere else in the world but in Japan this is to an extreme. It always boggles my mind how you see only one type of person in a certain area, and they never seem to see them in another. IE: Gyadu are usually only in Shibuya, sluts and wannabe richies in Roppongi, hipsters hippies potheads and artsies in Shimokitazawa, nerds in Akihabara, etc. It makes me think if there is some sort of law or something forbidding different groups of people to stray away from their designated stomping grounds!
So it all kind of depends on what your going for.
God. I think being a film student jaded me into an artistic prick. That or I'm just a total hipster.
