What kind of program would one need to hack sprites for a neo game? How do you open the C chip binaries? I'm a total noob.

All you would do is open the ROM data that contains the sprites. You can use various programs and methods to do it, anywhere from sprite ripping tools to just removing them in hex.

use this thing. give it a pair of sequential C roms and it'll make an editable file for you. if you want to edit palettes too then the P roms have to be modified and it finding out where they are is work in itself.

you'd have to go all game specific and manually arrange the tiles in an editor that lets you do that, or make your own... you can edit it easier that way just takes alot more effort to get it going first. can't do that much about it, it's just how the devs decided to store it in ROM.
