cannot seem to change the top bar before a match like on my aes cart and some of the moves are not complete like jae hoon' pheonex wing flattner?

to change the top bar, you must press up or down on your stick just after you selected a character. I don't know the move you're talking about, but most of moves that you feel like "unfinished" may have follow ups motions, like the down + kick on shinzan for Kim...

If you mean Jae Hoon´s dive kick from mis air, there are 2 posibilities of clompleting it.

Either df+k or d,db,b+k

His Hien-Zan is completed with d+k

When doing his P.Power Super with C button keep C-button pressed until the adversary drops out of the sky! Then release C-button!
