Given the fact that it's _definitely_ a boot (as no game I've ever seen was all eproms) and the low number of rom chips on the board, I'm gonna guess bust-a-move/puzzle bobble.

Dammit, I would have guessed the same thing as there arent alot of eproms on there, so it would have had to have been one of the original games.
