The opponent must be in the air and then you must jump up and do the dp+B in the air. They float up and it gives you enough time to jump back up and do it again. It's easiest in the corner but I've seen people take you all the way across the screen with it.
Try doing this motion to get the move off as quick as possible in the air: uf, d, df +B
