It's comming out for the SP...

Yeah, they could have done it better with the stylus, like a mouse, like in Sim Tower.

You are correct! The game we commonly know as SimTower was originally released in Japan as The Tower. Maxis ported it over to the US and renamed it "SimTower" and added a few minor changes.

Oddly enough, there was also a very similar version of the game released for PC in the US called "Yoot Tower" (after the creator Yoot Saito). I'm not clear on the differences between it and SimTower, but I remember seeing a screenshot once, and they looked almost identical.

So, this is a port of the original PC game for GBA, although I believe it would be much better suited for the DS. This was always one of my favorite computer games, so I'll be picking it up.

Yeah, that's what I thought too, like, 'this game would be so awesome for the DS,' but there was a thread months ago about this, apparently The Tower for the Gameboy Advance was an extremely limited run. I'll do a search for it and post the link.
