Messed up video: UCLA student tazed by campus police

Yeah, I went to the rival university, but this is just messed up.

Luckily a guy with a camera phone (with video) was able to record the incident from just before the scene turned apeshit.

To summarize what happened up to the point the video starts: A student in the UCLA main library (Powell) doesn't show the library staff his ID when they ask late at night, they summon UCLA Campus Police. The student starts to go, but the Campus police insist on escorting him outside. They grab his arm, and tells them not to touch him... then:

Not once... multiple times. It gets really messy because they tell him to "Get up [or you get tazed again]" but he can't get up because he's been, well, tased. Students, needless to say, gather. At one point you hear a officer tell a student (who is clearly only talking after they removed the guy) to be quiet or he'll also get tased.

This was so messed up I actually took the time to write a semi-useless letter to the Chancellor of the school.

Because the video was recorded, some of the "discrepancies" of the Campus Police Report have been noticed --they claim he asked others to help free him, he never does in the video.

I wonder if UCLA gets its campus police from the LAPD.

I found out about this earlier today from friends and have been discussing it with them. I wonder if the ensuing case will be moved out of LA and into Simi Valley...

why the fuck did they keep telling the guy to stand up? they just tazed him like 4 times, lol. the crowd of students should have mobbed their asses.

i hope the kid sues the school and or those rent-a-cops for a lot of money, shouldnt be too hard in cali with all those lawyers there that eat this kind of thing up. especially since it's taped already.

Funnily enough, USC uses former and/or training LAPD officers --and we've never had a problem like this.

I don't know what UCLA does, but it may be a department of within the State Police system or similar. It's certainly not rent a cop. The Library security (they guys who called in the campus police) was almost certainly a work-study position.

Big schools tend to operate that way in terms of hierarchy and source of manpower.

When I was a work Study person (undergrad), I once saw UPD officers follow some guy into the Library and harass him in a simmilar manner (No Tazers or Peper Spray).

Sure he didn't look like a tradtional student, but they didn't need to accuse him of stealing his own Cell Phone. I was so mad, I wanted to jump accross the desk.

Tazers seriously need to be restricted. They are deadly, and should only be used in cases where Deadly force is nessecary.

Well, the video appears to show student opinion was far and beyond the opposite of what the alleged witness claims. Even if that was all true, it by no means demonstrates a need for why the campus police (people who are supposedly trained to deal with a university environment) had to do what they did.

Contrary to popular belief, merely being a dick is not grounds for being assaulted by the police. They can arrest you, but they weren't even doing that here. They just grabbed him to make him move faster. That's when shit went crazy.

Frankly, I used to think we should cut the police a break on all of the alleged "brutality". Over time that's moved onto the other side: these jackasses have a lot of power and they need to a high level of judgment and restraint. If they can't, well the shouldn't have the job.

The student wasn't attacking or hitting the police --merely being uncooperative when they grabbed him. That happens all the time (think of sit-ins and other forms of protest): the police tries to move a person and they simply go limp. It makes it difficult to move them and normally forces the police to pick the person up and move them. In this case, they decided it would be a better idea to taser the uncooperative person. Oddly enough, he had agreed to leave before things went bananas.

Just a disgusting way of handling a situation. Bad judgment. I don't know if the officers should be fired, but desk job or traffic ticket duty FTW.

It is, but it isn't creating the threat that warrants such an increase in the strength of response. Police can certainly respond, they could've manhandled him as they moved him. Instead they, in my opinion, went beyond that and upped the level of their response to an inappropriate level.

Damn, My civil disobedience training was wrong then.... But I'm sure that you can get that Resisting Arrest dropped.

I DO understand why it is so wrong to taser a guy for non-complience. They might as well kicked him while he was down and told him to get up.... It's less dangerous than tasering him.

I do understand the differnce between:

LEGAL poice Manhandling (Bad Ass HOlds, Accidental Bumps on Walls, Floors and the Police Car Roof)

Illegal Police Manhandling (Tazer, Punches, Kicks, Chokeholds)

for those who didn't catch on, I was making a reference to the Rodney King trial. Another event with severe police abuse, caught on video. The defendants won a motion to change venue out of LA over to Simi Valley, which was much more white, affluent etc, on the grounds that they could not get a fair trial in LA... Some of those cops still got fucked hard.

I go to UCLA right now and its all people have been talking about, very messed up stuff. People have been saying the reason he couldn't get up was because his muscles were stiff thanks to the tazer gun.

Random thoughts after seeing the video.

First of all, that has got to be the best quality video phone capture vid I have ever seen. Must be a nice cellphone.

If he was resisting showing ID, then WTF? He deserved to be questioned and treated that way.

Screaming and resisting makes the situation bad for EVERYONE.

Yes there is the argument of excessive force and possibly racial profiling, but even so, why the hell did he refuse to show ID, when its the rule to maintain safety, and then create such a big scene?

And norton, I definately agree with you regarding SouthAsians, 'Persians' and Arabs endorsing Bush wholeheartedly up until 9/11. Generally Muslims vote Republican, but that all has changed.

Had I known that I could get arrested without warrants or have my wires tapped indefinately, I would have never supported Bush.

Anyway, patriot act or not, this situation didn't really apply to abuse of power as much as a dumbass, attention whore 'Persian' creating a bad situation by being a stubborn IDIOT.

Maybe he didn't have his ID with him. According to someone in that thread, you only need to show ID in the library after 10pm, and he was there before that. Also according to that poster, no one else had shown ID either.

I don't think screaming and resisting makes the situation bad for everyone.

I think what makes the situation bad for all is when people quietly accept abuses of power and having your rights stripped away.

Like someone else pointed out, if he's disobeying civilly, he doesn't need to help the cops remove him from the building. He wasn't fighting them. He wasn't being aggressive with them. I can see them tasering him once, because hey, it's a tense situation and your nerves might have a hair-trigger. Not more than once, though.

I would vote for Giulianni, but I agree that he will probably not make it out of the primary. Guilianni is a new breed of politicians who are very moderate and, in my opinion, combine the best of both parties. The problem with Guilianni is that he is too conservative for the dems and too liberal for the repubs.

As for the video, Although I do believe officers should be allowed to use reasonable force when necessary to protect themselves and others, tazering a student 3 times was definitely not reasonable. There is no signs in the video that the student tried to attack or resist arrest from the police officers, nor put anyone around him in danger. Rather, he was simply screaming at them. If it were me, I would definitely file a compliant with the university, police department, and district attorney's office. I would then consider filing civil charges, but I do not think he would get too much money because he really was not harmed too badly, and there is not enough "bad" conduct to "shock the senses" (trust me on this) to make an IIED (intentional infliction of emotional distress) claim. The civil case might also be cost prohibitive as well as the return would be low.
