Puzzle bobble, possible factory conversion?

Got this in a MVS, label looked booty. Board numbers say this started life as a 3 count bought. EPROMs and conversion boards seem like a lot of work for a boot, maybe a factory conversion?

Note that I put the electric tape on, the windows were originally covered by paper tape.

And 3 Count Bouts came in clear shells too. That alone would raise another flag.

Pretty much 70-80% of Puzzle Bobbles and Puzzle de Pons are boots; successful and addictive games, they sell extremely well and are cheap to make thanks to their small memory size.
