Not seem a boot like this before

Might just be that I old get old ones but I have not seem a boot like this one before. The game is "Garou. Mark of Wolves" and is in a lovely cheapy plastic case.

What is the Cable for? I assume writing the ROM but why would it be on the board?

I have a couple of boots like this too.

It looks like its probably the j-tag for that altera (? can make the label) chip.

I had a boot like that, that had one of those small boards and a regular mvs board..I dunno what I did with it as it had problems.

Yea it works fine from what I have played so far.
The chip is an Altera one
