Just got this in the mail. Other than needing a cleaning is this legit? It looks the same as the listing on mvs.gotwalls.com but some of the chips do not have the Toshiba labels so I wasn't too sure.

Weird, I have several, none look like that, but dont want to call boot with solid chips...

Completely legit. Not only is it all PROM/silk-screened ROMs, but no boot would use the Altera chip. You're good.
