K9999 + 5 power stocks.

And, on some boot carts, if you select Mai Shiranui and don't move at all, Rugal won't move either, thus, a winner is you.

An additional option: use Kula.

-use Counter Shell whenever he throws Reppuken or Kaiser
Wave (the latter is riskier, but it can be done)
-use Diamond Breath A whenever he misses with a low
Genocide Cutter
-use df+C or Crow Bites A when he misses with a high
Genocide Cutter (after the mid-air kick), or if you have
enough stocks, use Freeze Execution
-combo into Freeze Execution using c. C ---> One Inch
after blocking his Gigantic Pressure DM if you have
enough stocks, otherwise, try c. C into Diamond Breath A
-anytime you have enough stocks, use Freeze Execution

I think I have beaten him.. feeling senile?! I remember him kicking my ass alot of times though...
How about using a continue service like 1/3 of his life, and then try and take him with all 3 team characters... blocking and stuff..kicking now and then...you know, trenchwar style or something!

If you just want to beat him plain and simple to see the endings . ROLL THROW REPEAT. Its super cheap and is not very fun , but it works every time .

edit : not that there is much of an ending in 02

I did it,I finished KOF 02..I used Takuma



I just stood to the left blocking his attack and when he walked up I hit him in the chest..I was being cheap..

It'll be of use because I always play the KOFs on level one 1 first because I Suck..
I have to change the difficulty to a harder level now..

Really? I always go for level 8 and is easy for me... I need more challenge levels

Orochi Yashiro's HSDM can wreck Rugal pretty hard, if you got the stocks and can stay alive long enough to pull it off a few times. K9999 and Kula are also good choices as well.

If you got characters with dragon-punch like movements (such as Kyo or Joe), just try to knock him down, and then do that motion when he tries to wake up. You should hit him and knock him down again. Repeat.
