Technically, it's just for the demonstration. However, there are a bunch of test stages available if you're using the Debug BIOS chip.
One of them is the first section of stage 4 where you are given the Slug Flyer to rescue a bunch of hostages tied up in ropes all in a row.
In MS4, it's actually possible to play the intro demonstration... where in, both players 1 and 2 can get tanks in the lower route of stage 1. Open up the stage select and you should be able to find it.
