That came unexpected - but I actually completed Waku Waku 7 today.
Managed to pick the game up as a steal locally and finished the game on the 2nd playthrough today.
The presentation is beautiful and the characters funny. Coming from KoF 96 there's not that many to choose from, but on the bright side it seems to me that there is not a single character that the devs didn't put some interesting work into.
Being the cheap Ken player that I am I picked up Rai who has many moves that are quite similar to your known street fighter icon.
Being one of the more "modern" games it has a combo counter, super meter, super Combos - all the good stuff.
What makes the gameplay rather unique are fast recovery, smashing the opponent over the whole screen (and bouncing back from that) and other little goodies. It really gives the game a "different" touch while maintaining basic playability.
The controls are very responsive and there were hardly times I had problems executing the moves.
Extra hint: the 7 stands for the magic balls you need to pick up (like in the Dragon Ball Story) to get a wish granted - there is no Waku Waku 1-6 afaik.
What I didn't like:
*) NeoGeo Boss overkill mode - I sliced through the game like butter only to find myself faced with the end Boss who has the classic SNK sheme of "1 hit takes 1/3rd of your life bar" moves - I wasn't that pissed since Mizuki in SS2
*) No switching possible for the winning player in 2p mode
*) Speed - I feel the game could have been a bit faster or use a turbo mode
What I did like:
*) Character Design - the game is totally weird and that has a fun touch
*) Backgrounds are nothing too Special - but they Change the "time of day" after each fight
*) Bonus Kun! Hell yeah you can fight as a sort of punching bag
*) Special "wall smashing" moves and recoveries
The verdict: It is hard to judge where to place the game - but as I prefer games that are easy to get into for my guests in 2p (ideally also offering some depth with experience) and therefore I rate this before KoF96.
1.) Samurai Shodown 2
2.) Waku Waku 7
3.) King of Fighters 96
4.) Samurai Shodown 1
5.) King of Fighters 94
6.) Art of Fighting
7.) King of Fighters 95
