The problem I have is this: The game keeps looping the same 12 second sample of music over and over again.

Any Ideas folks? Thanks in advance!

Yeah.
You have a bootleg Cads and Dinos board.
I've had many of those, they're very very very dodgy, because the bootleggers had to circumvent the qsound audio in very tricky ways.

I agree.The game look like a bootleg pcb. I have a Cadillacs & Dinosaurs bootleg and it play same sample music all the time in attract mode.
