check my rb2 thread for a general tier list. ill give you an updated one here though 
high : geese, bob, kim, chonrei.
mid high : mai, xiang, rick, yama, terry, andy, krauzer.
mid : joe, billy, chonshu, duck, sokaku, franco, cheng, honfu.
low : tung, blue mary, lawrence.
