Just wondering, where do the "bad people " get there cases to make illegal copies. Are they just old worthless game cases or actual new ones. I'd like to replace my really scratched up ones with new shiney pieces.

I believe the proper terminology would be cartridge shells (NO - TONE) :)
Anyway,I would suspect that they would gather these cartridge shells from very common titles that are'nt worth very much like Fatal Fury,World Heroes,Art of Fighting,Samurai Shodown, etc.
You can pick those up if you purchase in bulk for like 5.00 apiece or less.
Many of those shells would tend to be in rather good shape as they would have most likely been changed out of the cab after a short period of time.
