I'm not totally sure on the techincal details, but one holds the game programming data, that's the PROG (program) board. The other has stuff like music, sound effects/voice, sprites, and tiles for text and logos. That's the CHA (character) board.

Anyone wanna clarify? I'm not too sure on this, but it gives you a vague understanding.

The first board you see when opening the case is the Prog board as you said and it holds the main program roms (Px chips) and / or Eproms (EPx) sometimes, PLUS all the voice data (Vx roms)

The board under contains all graphics data (Cx roms) plus S1 and M1 data (one of the two is sound program I believe, can't remember what the other one is)

As for why they designed it this way, well it's pretty functional and simply allows for more chips -and connections- than on one board. You wouldn't see the latest KOFs or Slugs fit in only one of these, so clever design I must say ! :buttrock:
