I know Sokolov is a verrrry common russian name, but I don't know why they didn't just go with Sakharov. They use Brznev and Johnson's names, right? Is the name changed slightly on purpose, or is it a translation error? Knowing that the Japanese mix their 'r' and 's' sounds. Who knows?
Regardles, Sokorov in MGS3 has similar feelings towards the USSR as Kakharov did and was considered the "father of the Solvier Thermo-Nuclear Project. According to my dusty notes, he was slightly exiled in 1975 for his way of thinking towards the gov.
Anyways, with further reading, I'm almost certain that the character of Sokolov is a tribute, as I'm sure they would not want to actually portray him as it might besmirtch his fine name.
