Sometimes when I go to my local arcade the MVS cabs picture does not fit correctly on the screen. For instance, the top will be cut off somewhat or the right side will be cut off.

It does not disrupt gameplay that much. It is just annoying.

Is there anything I could tell the arcade operators that would help fix it?

"Don't be lazy"

"Respect the player" or "respect the customer"

"I'm PAYING to play this"

I can think in a bunch of other things ;)

well, if you knew one on the techs, it's like a 10 second fix. Just tell them to resize the screen or something...

There will usually be a sub pcb with hight, lin, shift etc. Easy to adjust.
Its just shear arse lazzyness on the operators part not to set it up properly each time a different board or cart is put in the cab.

Typically there is a monitor remote that is mounted either under the control panel or just inside the cabinet around the monitor. Basic fuctions can easily be made (brightness, contrast, vert hold, vert position, horiz hold, horiz position, vert size, horiz size) and take less than a minute to do. Older monitors are adjusted on the chassis. If the horiz size can't be adjusted by the remote or chassis, then the width coil on the chassis needs to be tweaked. That requires a plastic allen wrench and a little time.
