Anyone with any experience using a Wei-Ya RGB converter?

I was browsing around eBay when I spotted this RGB converter:

I tried a forum search, and a Google search but to no avail. The price seems a little bit more reasonable compared to say, a JROK, but some impressions as to the actual quality of it would be nice.

Ive never seen one before, what encoder chip does it use?, looks like a Sony(with the numbers scratched off) rather than AD, do not see a luma trap, unless its on the underside, but thats not an issue if you intend using S-vid. Seems to be reasonably well constructed/layed out- it would be on par with a jrok Id say and a better price. Plus the option of system switching. It would be worth a try imho.
