Is the way of changing out a CPS3 battery as easy as the CPS2? I found a web site a while back that described how to do it and if I remember correctly you had to do it with the power on because unlike that CPS2 that keeps the charge long enough to change out the battery the CPS3 is not so nice. Is that anyone here who has tried it with success? Any help would be great.

Yes, this is suposedly the way to change the cps3 cart's battery, since if you leave it without energy if will automatically die.

I wouldn't try it with all the board game on though... I think it would be much easier to connect the a variable PSU to the cart itself to give the 3V and then change the battery. Since you would be giving voltage with the PSU, the cart should stay alive until you solder the new battery.

Anyway, I haven't tried any of the two methods myself, so I cannot assure you it will work.

With the board cold, solder the new battery in parallel/across the original, then snip out the original (making shure not to short anything out in the process). Its not rocket science

Dont try to renew battery in earlier cartridge like Street fighter III: New gen and WarZard/Red Earth because you will kill them dor sure.
Those carts have a gnd wired battery and its impossible replace the old battery with a new one, you can add a new battery to the old one.

Otherwise there is no problem with JOJO's Venture, SFIII:Double impact and SFIII: Third Strike. Those carts will not die but do the job while the power is on.
