Why are boards sold separately from the cabs?

Because arcade board are mainly sold to the Arcade owners who already have a lot of cabs. For example, the crystal system is sold seperatly because those who bought it will put it in cab that was used for MVS or CPS2 before. Brezza needn't to produce crystal cabs and can sell easily worldwide it products. I think that Board making and cab making are two differents bussiness (except for simulation games or big releases like VF4).

often they are sold together, especially dedicated multi slots.

Also take care that some people don't have room for arcade cabs and use superguns instead, that's why they need just the board.

Kits were sold to convert existing cabs to MVS machines.

Because not all cabs are dedicated.
Dedicated cabs are an 80's thing, unless it's a really big game with a custom cab, like daytona usa, house of the dead etc.
I think it would suck if you couldn't buy kits, cause no one would be owning all the jammas they do then...

Because arcade pcb are designed for arcades & its cheaper for operators who have dozens of cabinents to convert games by just switching out pcb as opposed to buying the cab & board together. They may not look like much but cabs mainly dependant on their monitor are costly.
