An emulator is not a ROM, and not all emulators run ROMs -- some run the actual, original software in its original form.Is there anything on the Pc that emulates neo geo cd games.
Does the emualtor improve speed?

Therefore emulation is legal and you do that the right to play your games on the PC. Atleast thats what the highest court in the US says and they write the laws that apply to me and any other gamer in the US.
