Scrambled graphics with a NGCD

about a month ago I purchased a NGCD from the neo Store. It was NOS. So I just recently hooked it up because I had no games and I needed a voltage converter. So I got all that and I when I tried to play it I discoverd that the picture is a bit scrambled. Kind of like what would happen to you when you put a dirty cart into your 8-bit NES system back in the day. The game loads up and I'm using a BRAND NEW viewpoint CD, but the picture is messed up, any thoughts? Thanks.

Try using different cables. Make sure that it's not a problem with your TV.
