newb questiion on monitors

my strict parents won't let me buy anything for the Supergun i want to build until I have a full supply list (its ridiculous im 17!). Anyhow what's cheaper: a JROK (no knowlege on how to work it); or just getting a monitor, and if so what Hz do I want and power etc.

A JROK would be cheaper, since almost everbody has a TV. And if you do get an monitor, make sure it can sync down to 15 khz.

I have no idea what sync down to 15kHz please bring the jargon down a notch. Is the 15kHZ the number on the back of it? by down to is that a max or minimum value?
