Maxima bug????!!!!!HELP

I WAS PLAYING KOF2003 at the arcade in the city and the guy i was playing against was using maxima somehow he got maxima to some how jump or something and he had maxima walking along above the head of my terry, im pretty sure it wasn't a normal move (i dont use maxima nor do i know his moves) it loooked more like a bug, say something similar to Guiles old freeze stance in SF2 tww . Does anyone firsly know what this move/bug was and secondly how to beat it, the only move i could successfullt hit him with (at the time, iwas almost dead was terry special power geyser -qcb, hcf P anyone here know what im talking about. I'd appreciate the help because the guy playing me was an arrogant w@#KER and that's puttin' it politely, cheers.
