why buy the jp version when you can get the euro version?
you may not understand things because you will have the jp version. like how to use the dash as a weapon. any game not released in the states that was released in the uk is the way to go. except for sega saturn, because the screen is cut off on some games. like panzer dragoon zwei.
the uk version is even cheaper! and it's in english!
it does however have that territory lockout. but that can be easily overcome with a mega key/supermega key 2 or a fire pro converter. or even better you can use a genesis game genie! i can give you the code for the game genie to pass the lockout if you go that route.

I'd go for the Jap copy if you can get it. This is because the PAL version was PAL optimised which means if you run it in 60Hz it will jump to something like 70hz like PAL Mario Kart did, which is not fun at all.
The PAL one is alot easier to get though...
