A simple noob question

I'm sure you've heard questions similar to this many times. I read all the FAQ stuff and I'm still fuzzy on this issue, so please forgive my noobishness.

If I were to buy a Japanese AES and have the debug BIOS installed, would I be able to play games in English and without censoring?

No, you will not be able.

I just put the debug bios in my US AES. No censor means no English. that's pretty much it. However, being able to go back and forth helps, as If I really want to read the text. I can just boot in US mode. No biggie.
