...maybe Japan is growing a Pulse again in the vein of the "Rising Sun" and factions are acting out prematurely without thinking of the consequences of their actions.

OR..

maybe it's just more "High Alert, keep your eyes peeled" stuff from a governmental stand point due to the situations spoke of in that article. I'm betting its just your run of the mill Godzilla activity. They never had the terror alert system before, so of course previous Godzilla activity wouldn't have shown up as such.

Sounds just like routine precautions on the part of authorities.

There are a lot of crazy extreme rightist and leftist groups in this country, but they're mostly harmless.
