KOF2003 counter wire

I read in a FAQ that some chars have Counter Wire moves, I do the documented move but no counter wire effect is produced... are there any special conditions to perform it?

They had them in '02 also, but I'm only ready to follow up on one about 1/3 of the time I actually manage to counter wire someone (which is kind of rare to begin with). Not like in '01 where it was like free DMs for everybody.

That's what made Benimaru so good in 2k1.
